Advanced Education - 2024 Integrating Communication, Assessment & Tactics (ICAT) ICAT is a training program that provides first responding police officers with the tools, skills, and options they need to successfully and safely defuse a range of critical incidents. Developed by PERF with input from hundreds of police professionals from across the United States, ICAT takes the essential building blocks of critical thinking, crisis intervention, communications, and tactics, and puts them together in an integrated approach to training.

ICAT is designed especially for situations involving persons who are unarmed or are armed with weapons other than firearms, and who may be experiencing a mental health or other crisis. The training program is anchored by the Critical Decision-Making Model that helps officers assess situations, make safe and effective decisions, and document and learn from their actions. ICAT incorporates different skill sets into a unified training approach that emphasizes scenario-based exercises, as well as lecture and case study opportunities

Advanced Education - Active Bystandership for Law Enforcement (ABLE) The Austin Police Department has adopted the nationally-recognized Active Bystandership for Law Enforcement (ABLE) Project training program. The Austin Police Department is committed to developing and supporting officers who demonstrate an understanding of and commitment to active bystandership. The ABLE Project provides training, technical assistance, and research, all with the aim of creating a police culture in which officers routinely intervene as necessary to
•             Prevent misconduct,
•             Avoid police mistakes, and
•             Promote officer health and wellness.

Advanced Education - Advanced Hostage Negotiation School This course is different from other training you have had because it is the LAST step in applying for the APD Hostage Negotiation Team (HNT). The HN Team is an extra duty within the department similar to CAST or SRT. We train quarterly as a team and respond to almost all Barricaded Subjects and Jumper incidents that occur in the city. Prior to course enrollment you must have completed the Basic Hostage Negotiation Course and received your qualification letter.

Advanced Education - Basic Crime Prevention (Crime Prevention 1) TCOLE 2101 Basic Crime Prevention (Crime Prevention 1) will introduce the students to physical security, information technology, and cyber security.  Students will also learn to set up a neighborhood watch program and coordinate National Night Out parties:

Advanced Education - Basic Crisis Negotiation for Patrol This course is designed to provide officers with basic skills to assist in high risk crisis situations such as unarmed suicidal subjects threatening to jump from elevated positions . This course DOES NOT certify officers as Crisis/Hostage Negotiators but will provide basic skills that may assist officers in promoting a positive outcome through utilizing active listening skills. Advanced Education - Child Abuse Prevention & Investigation The student will be able to identify what child abuse and neglect are as well as become familiar with the laws related to child abuse, neglect and exploitation. The students will examine the dynamics and indicators of child abuse and identify characteristics of victims and perpetrators. This course will also cover investigating techniques and coordinated investigations for child victims of abuse. The student will be able to identify interview and interrogation techniques, trauma informed practices and special considerations as it pertains to interviewing child victims.

Advanced Education - Cultural Diversity This course will cover the various Dimensions of Diversity and cover the difference between Fairness vs. Equal Treatment. The students will have a chance to explore their own cultural diversity and the roadmaps that influence their current behaviors and attitudes. This course covers identifying generational differences as well as what diversity looks like in the workplace. The students will discuss gender diversity and identify views concerning gender traits and roles that depict their personal gender diversity awareness. Finally, the students will discuss law enforcement as a culture and discuss Law Enforcement’s relationship with the community.

Advanced Education - Driving Technique Refresher The student will be introduced/refreshed regarding proper timing of steering inputs, coordination of throttle and steering, judging the relationship of fixed objects with respect to the vehicle, the usage of the 8-4 shuffle steer, and how to conduct a proper pre-shift vehicle inspection.

Advanced Education - Fair and Impartial Policing (3907) 8-Hour Basic Course The Advanced Education Unit will be offering an 8-hour course on Fair and Impartial Policing.  Unlike traditional “racial profiling” training, FIP applies decades of research on human bias to the critical decisions law enforcement officers make every day.  It is a course about how your mind works.  There is no finger-pointing or blame; instead, we discuss how implicit biases impact well-intentioned individuals outside their conscious awareness.  We discuss the negative consequences of letting your “hidden biases” impact your perceptions and behavior and, most importantly, we will teach you the skills that you can implement to reduce and manage your biases.  Those skills will not keep you from doing your most important job of crime control; instead, the skills will enhance your ability to engage in that work more safely and effectively.  They will also enhance your legitimacy with the diverse communities that you serve.

Advanced Education - FBI National Academy Communications Strategies During this course, students will not only learn this method but be able to use it in a variety of ways. From news conferences and interviews with a reporter, to the volatile public meeting, along with impactful social media use, the Message Bases are the foundation upon which students will see that communication is not a liability, rather an opportunity for law enforcement. Advanced Education - Fingerprinting This course is to introduce the officer to the how latent prints are created, the basis for fingerprint identification, suitable surfaces for latent prints as well as difficult surfaces for latent prints. This course will also cover how to search crime scenes and vehicles for latent prints and provide the student step-by-step practice in processing and lifting a latent print.

Advanced Education - Intermediate Crime Scene Search This course will introduce students to legal aspects of a crime scene search and how to prepare for a crime scene investigation. The student will be presented with how to investigate a crime scene, how to sketch and photograph a crime scene and how to take fingerprints. This course also covers the identification, collection, and preservation of evidence, to include DNA evidence. This course describes how to conduct specific crime scene searches and includes a hands-on scenario of a simulated crime scene. Finally, the students will learn about computer and other electronic evidence.

It is present in all areas of our life and plays a significant role in the health and well-being of police personnel. Police not only have a higher level of stress from their job, but they also have the everyday stressors of life in general. This course focuses on understanding the physiological and psychological effects of stress and discusses ways to help regulate stress and improve resiliency for optimum performance and life satisfaction. Advanced Education - NLERSP Executive Session Lead your agency in roadway safety. Attend this no-cost four-hour executive course, in which you will participate in discussions with other executive and mid-level officers about how to increase officer safety during roadway operations.

The course provides an overview of available research about the risk factors for officer-involved collisions and struck-by incidents, and it identifies a variety of interventions and technological innovations that can reduce the likelihood of their occurrence.

The course draws from the success of the Las Vegas, Nevada, Metropolitan Police Department’s comprehensive crash prevention program, as well as widely accepted traffic incident management principles, to provide executives with resources and actionable steps to improve the safety of their officers on the roadways.

Advanced Education - Officer Wellness and Resiliency Training Officer Wellness and Resiliency Training. This course is facilitated by Erica Gaines of TacMobility. Course Overview (4 hours): Trauma & Stress Education-Evidence based visuals of how the mind & the body interact during stressful or traumatic situations and national stress statistics on police stress to smash mental health stigmas; Resiliency & Emotional Intelligence Development-Group discussion with emotional intelligence building training aids, live stress inoculation with cold exposure to produce real time Fight or Flight symptoms that enables students to practice optimal Heart Rate Variability (HRV) in a controlled environment, and practice with 3 nervous system regulating technique; Chronic Tension Management-60 minutes of customized mobility sequencing based on the needs of each individual class provides the opportunity for attendees to walk away from an officer wellness class feeling better and more relaxed.

Advanced Education - Patrol Crash Investigator (PCI) This class will focus on crash investigations for VHU and will primarily focus on scene management, evidence recognition/preservation, and knowledge of policy, procedures and crash related statutes. The PCIs will be trained in tire mark recognition and determining causative crash factors, evidence preservation, and documentation such as marking with paint and photographing, scene management, crash report procedures/requirements, policy clarifications, statute refresher and resource contact suggestions/requirements. This course is designed for officers who want to assist with the initial scene work for VHU cases (e.g. Intoxication Manslaughter, Intoxication Assault, Vehicular Manslaughter, and all fatal crashes).

Advanced Education - Peer Support This class will discuss how that ‘Question, Persuade, Refer (QPR) is a basic life-saving skill taught to the layperson just as the Heimlich maneuver and CPR are basic life-saving skills. The student will understand the suicide rates of law enforcement personnel versus that of the average population. The students will review and understand some common myths surrounding the topic suicide and be taught the actual facts regarding those same issues. The class covers risk factors and be able to identify situation cues, behavioral cues and the importance of sobriety in suicide prevention. The student will understand some of the basic tips for asking the suicide question learn some of the basic skills used in the persuade phase of suicide intervention. Finally, the student will understand the best methods of referrals for a suicidal subject and be given local resources that are best equipped to handle and counsel suicidal subjects.

Advanced Education - Peer Support/Mentorship Basic Training The goal of this training is to provide factual information to students regarding the history of peer support, the reasons for peer support, and how to properly provide peer support for APD employees. In addition, students will observe best practices for facilitative listening, crisis intervention, domestic violence situations, grief (death and dying), and suicidal individuals and demonstrate their understanding of those practices. Students will be exposed to effective communication methods and learn to utilize those methods. In addition, the students will be provided with local resources, and learn how best to access them for referral. The students will also be provided the basic structure of an effective mentorship program with the duties and responsibilities of both mentors and mentees and how best to utilize the program to provide the best benefit for the department.

Advanced Education - PPO Intermediate School This school is designed for probationary police officers who are recent graduates of the APD academy. By taking this 4 week, 160 hours course, students will have the ability to obtain their intermediate peace officers certification. The following classes are offered during this 4 week course: ABLE, Intermediate Arrest, Search and Seizure, Intermediate Crime Scene, Child Abuse Prevention & Investigation, Special Investigative Topics, Eye Witness Identification, Managing Stress and Burnout, Implicit Bias and Social Justice (FIP) as well as various TCOLE online courses.

Advanced Education - Promotion 1: Leadership and Investigations The separate Corporal and Detective's school have been combined to create Promotion 1: Leadership and Investigations. This is a 2-week course for nearly promoted students that will give the student a basic understanding of the duties of a corporal and detective so they can be effective once promoted. Advanced Education - Public & Media Engagement As you progress in your law enforcement career, you will often be called upon to engage with community groups, address the media, present to the city council, or collaborate with other City departments. This is a valuable opportunity to enhance your skills in planning, preparing, and delivering effective media interviews and impactful community engagement meetings. Participants in this class will deliver multiple public speeches to the group and take part in various hands-on exercises. Please note that attendance for all three days of instruction is mandatory to receive credit for the course.

Advanced Education - Report Writing- In Service Reports need to be well organized and written so that they clearly articulate the thoughts you are trying to convey. “Report Writing” will help the student to enhance his/her basic understanding of the structure and purpose of a police report and legal obligation for the contents of the report. The student will also enhance his/her basic understanding of what a police report should contain by reviewing basic grammar, punctuation and writing skills and how to write in chronological order.

Advanced Education - TCIC Mobile Access w/CCH TCIC/TLETS Mobile Access (TCOLE #4800 - 8 hours):

This in-person course is designed for users who perform TCIC/NCIC functions. TLETS training
covers databases such as driver license, vehicle registration, and Financial Responsibility
Verification Program (FRVP). In conjunction with TLETS databases, the training provides law
enforcement with the procedural knowledge to query records and access Criminal History Record
Information (CHRI). This course requires the TCIC/TLETS Mobile Access Manual. Users must
recertify every two years.

Advanced Education - The Other 128 This is an awareness type of class, providing tools and knowledge that can be used by Officers over the course of their careers.  

The class will engage the students in guided discussions about how they are spending the 128 hours left over in the week after working a 40-hour work-week.  The class will cover topics including, the police career cycle, infidelity and divorce, alcoholism, drug abuse, suicide, hypervigilance, and being multifaceted instead of overly identifying with the profession.

Advanced Education - Understanding Transgender: A Community-Oriented Approach for Law Enforcement The student will be able to recognize what it means to be transgender and will be presented with definitions and general information about what it means to be transgender.  The student will be able to identify some incorrect myths and stereotypes that surround the transgender community.  The student will examine some of the current, relevant terminology used in the transgender community and what words/terms may be outdated and/or offensive that should not be used, especially as it applies to their role in law enforcement.  The student will identify best practices, such as APD policy, involving police interactions with members of the transgender community as well as statistics on current discrimination practices and suicide rates among transgender individuals.

AEU - Police Mountain Bike Skill Builder These training sessions are for any graduate of the APD basic Police Mountain-Bike School who wants to expand and develop their riding skills on dirt.  This beginner-level course is designed for bicycle riders who want a deeper dive into trail riding beyond what was learned in the 40-hour Police Mountain Bike School.

The instructors for these trainings consist of officers who are skilled bicycle instructors and who have decades of trail-riding, racing, and instruction experience.

This training will also assist in building the skills needed to complete the Wilderness Patrol School.

Participants will be taught proper techniques for ascending/descending, cornering, and otherwise negotiating parkland trails and their associated obstacles.  The training will culminate with an instructor-led group ride on beginner-level trails for several miles.

Continuing Education - 2022-2023 Fair and Impartial Policing (FIP) Update The US Department of Justice funded the development of a curriculum for recruits and patrol officers that reflects the Fair & Impartial Policing perspective.  This is the 4 hour update to the original course.  The course covers:

Understand that even well-intentioned people have biases;
Understand how implicit biases impact on what we perceive/see and can (unless prevented) impact on what we do;
Understand that fair & impartial policing leads to effective policing; and,
Use tools that help him/her (1) recognize his/her conscious and implicit biases, and (2) implement “controlled” (unbiased) behavioral responses.

Continuing Education - 2022-2023 Integrating Communications, Assessment, and Tactics (ICAT) ICAT is a training program that provides first responding police officers with the tools, skills, and options they need to successfully and safely defuse a range of critical incidents.  Developed by PERF with input from hundreds of police professionals from across the United States, ICAT takes the essential building blocks of critical thinking, crisis intervention, communications, and tactics, and puts them together in an integrated approach to training.

ICAT is designed especially for situations involving persons who are unarmed or are armed with weapons other than firearms, and who may be experiencing a mental health or other crisis.  The training program is anchored by the Critical Decision-Making Model that helps officers assess situations, make safe and effective decisions, and document and learn from their actions.  ICAT incorporates different skill sets into a unified training approach that emphasizes scenario-based exercises, as well as lecture and case study opportunities

Continuing Education - 2022-2023 Mobile Field Force (MFF) Mobile Field Force: Fundamentals familiarizes officers with how to preserve the peace at protests and restore order during riots. The class discusses and answers:

- Overview of MFF as a concept. What are we doing and why are we doing it?
- Laws, policies, and case laws applicable to MFF. What enforcement tools do we have?
- MFF policies, strategies, and tactics. What are the goals and how can we accomplish them?
- Mass arrest procedures. If we have to arrest many people, how can we do so efficiently?

Continuing Education - Police Mountain Bike School PMBS This class with provide the student with the knowledge of how to utilize a Police Mountain bike for patrol function. This class is built on the idea that the student already has the ability to ride a bicycle. Throughout the class you will be taught more advanced skills of proper braking, ascending and descending minor obstacles, proper peddling and gear selection, etc. The student will hone their skills through practical application on longer rides through varied terrain and various scenarios. LSUFA -- Concealed Carry for Law Enforcement The underlying theme of this course is that the reason an officer carries a concealed handgun should dictate a variety of important considerations including choice of weapon, holster, dress, personal habits and other enforcement tools. One of those critical choices include choosing a weapon and holster combination which allows the officer rapid and accurate deployment of the handgun, stopping the threat in the most efficient manner. These considerations are illustrated on the range with officers developing their concealed carry skills by engaging threats in a variety of real world drills including live fire force on contact drills. As a result, our officers while in plain clothes and when appropriate, will be able to deliver quick, accurate and effective stopping power to a target zone, thus stopping a deadly force threat.

LSUFA -- De-escalation tactics and less lethal shotgun refresher The student will review tactics and techniques associated with the less lethal shotgun and reform an understanding of the capabilities of the CTS model 2581 Super Sock Bean Bag round. Students will also acquire a working knowledge of the APD’s policy and procedures in this weapon system’s use and deployment of its less lethal kinetic energy projectile launcher as well as de-escalation tactics to use along with the less lethal shotgun application.

LSUFA -- Firearms Instructor The TCOLE Firearms Instructor Course is a 40 hour course that will provide instruction in the following areas TCOLE rules and regulations relating to firearms instructors, range safety, course of fire development, diagnosing shooting problems, and how to run a safe range. Students will be required to create a course of fire, operate a safe range from the shooting line, and effectively teach a block of instruction to fellow shooters. Students will be required to successfully shoot the TCOLE Firearms Instructor course of fire before being admitted to the course. Successful completion of this course will certify the student as a TCOLE Firearms Instructor and will allow them to serve as an APD Adjunct Firearms Instructor. Students must hold a Basic TCOLE Instructor certificate in order to attend this course.

LSUFA -- First Responder Trauma Care First Responder Trauma Care is a classroom based course which incorporates hands on exercises to provide students with training on how to render basic medical care for traumatic injuries before EMS or Fire arrive on scene. First priority will be given to personnel on patrol who have not received this training in the past. That is, officers or supervisors who have rotated back to patrol and have not attended a trauma care class. The course will cover, Basic Trauma Plan, Phases of Care, BATH Assessment, Tourniquets, Chest Seals, Wound Packing and Bandaging. At the conclusion of this course successful attendees will be eligible to be issued a CAT Tourniquet, tourniquet holder, and a Basic Trauma IFAK. The equipment will be issued from the basement PCO.

LSUFA -- Handgun Red Dot Transition The Handgun Red Dot Transition Course is required prior to carrying a red dot equipped handgun on duty. The course covers handgun applications specific to using a red dot including maintenance, effects of red dots on handgun shooting fundamentals, overcoming red dot related failures, and target acquisition in mixed lighting conditions.

Students must bring all personal-owned equipment for the course or have the equipment prepared in advanced at the range. Personally-owned red dots must be mounted and zeroed prior to class. The range will be available before the class to assist.

Officers who are being issued department-owned M&Ps with red dots will get them the morning of the class along with issued holsters and weapon lights. They do not need to come out to the range before the class.

LSUFA -- Pepperball FTC Launcher Operator Course The Learned Skills Unit is conducting the Pepperball FTC Launcher Certification course which will introduce, train, and certify officers in the use and application of the authorized Pepperball System. The certification course will include a Powerpoint lecture identifying the Pepperball FTC Launcher, how and when to deploy the launcher, discussion points on use of force as it pertains to LOW KINETIC ENERGY projectiles, APD policy and air refill stations. Officers attending the course will perform the exposure portion of the course which consist of receiving a direct impact projectile and PAVA exposure. At the conclusion of the Pepperball Certification Course, officers will have to perform a qualification course of fire, a written test and must qualify annually to maintain the Pepperball Certification.

LSUFA -- Progressive Pistol Concepts Progressive Pistol Concepts is an advanced pistol course. This course is not just about the fundamentals of pistol shooting and will focus heavily on target, eye focus and body mechanics that are essential for proper target transitions. Dry-fire will be a large part of the drills in this course. Expect to shoot from unconventional positions and at targets of varying difficulty. Students will develop their ability to transition their visual focus and trigger control based on the difficulty of the target they are presented with. They will also develop their ability to quickly transition laterally between targets.

LSUFA -- Vehicle Ambush Tactics Students will demonstrate proficiency in the use the vehicle as cover, be able to fight from inside and around all sides of the vehicle, and win in an ambush during vehicle operations. Vehicle Ambush Tactics is a live-fire and scenario-based force-on-force course that provides students with a tactical response to an officer ambush inside and around vehicles. The course covers preparing for a vehicle ambush, the ballistic effects of bullets through vehicles, shooting around vehicles, exiting vehicles while under fire, and engaging from inside of vehicles. Live-fire will reinforce tactics and handgun marksmanship in the morning, and force-on-force Simunitions scenarios will apply tactics and marksmanship in the afternoon.

LSUFA -- Virtual Simulator Training The student will participate in VirTra’s Police Simulator Training scenarios for the purpose of distinguishing various types of resistance (i.e. no resistance, passive resistance, defensive resistance, aggressive resistance, deadly resistance, and preparatory resistance) as they are presented in real time. While participating in the scenario, the student will demonstrate the proper response to those resistances encountered in a manner that is consistent with APD policy as well as applicable U.S. statutory law and U.S. case law.

Patrol K9 - Introduction to Patrol K9 This course is to introduce the officer to the skills needed to perform as a basic police dog helper/decoy, and work safely with the Patrol K9 Unit on real K9 deployments. The overall purpose is to enhance officer safety around police dogs.

Patrol K9 - K9 Decoy School This class is an excellent opportunity for officers to become more familiar with how Austin Police Department Patrol Dogs operate.  

Upon completion of this course, officers will be able to assist the APD K9 Unit by acting as decoys for future training.

During the two day course, students will have the opportunity to interact with our patrol dogs, learn how to properly decoy with the full bite suit, bite sleeve, and decoy when the dog is in muzzle.  Scenario training will include how APD K9’s are best utilized during building searches, high risk car stops, area searches, and also firearms training.

We can only accommodate 20 students, so space will be limited!  It is highly recommended that any potential future Patrol K9 Officer applicants attend this course.

Be advised, this is a physically demanding class and all attendees will be expected to participate in all of the exercises and scenarios.  These exercises and scenarios will involve each student interacting with our K9s while in the full bite suite and bite sleeve.

SWAT - 2022-2023 Building Search for Patrol The use of proper tactics in conducting a building search will maximize the officers’ advantage in any non-compliant encounter, allow officers to maximize their information processing to ensure that compliant subjects are dealt with appropriately, and does not significantly slow the clearing process when compared to less comprehensive clearing techniques.  These tactics are intended to be used for alarm and property crime calls, and so prioritize officer and subject safety over speed.  However, the consistent use of these tactics will also ingrain proper habits, so that if and when the day comes when an emergency entry must be made to save innocent lives, officers will be better prepared to do so.

This class will use both 2D targets and live role players. Simunitions will be used— sim pistols and rifle bolts will be provided.

SWAT - SWAT School The Austin Police Department SWAT Team will host the 2022 Basic SWAT school starting on November 2nd through November 9th.  ******************************************

The Basic SWAT School is a very demanding and thorough 80 hour 8 day tactics based school.  Students will gain a variety of tactical skills and knowledge that can be applied in any police assignment.  Future desire to apply to the SWAT team is not required to attend this training.  All applicants must sign up using the Acadis System and will receive a slot in the order that the applications are received.

Once the class is full we will maintain a waiting list for 15 additional students. For work schedule purposes 40 hours of productive time will be worked between Wednesday, November 2nd and Saturday November 5th.  The remaining 40 hours of productive time will be worked between Sunday the 6th and Wednesday the 9th.  ***********************************************

All attendees must adjust their regular duty hours with their supervisors, no overtime or compensatory time will be earned during the course.  Any officer in top physical condition with at least TWO years of continuous service with APD is eligible to apply for the school.  All applicants should be capable of running 5 miles at a 8 minute 30 sec pace followed by calisthenics.  Before an APD officer can attend the school the officer must have the approval of the APD Wellness Office.  Additional information on obtaining approval by the APD Wellness Office will be sent out after registration.

A pre assessment SWAT PT test will be administered on October 19th for everyone that is registered for the training and on the wait list.  *****************************************

Officers must pass the PT Assessment to reserve their spot on the roster/waitlist.  If a registered student fails to successfully complete the PT assessment students from the wait list who have successfully completed the PT assessment will be moved into a registered slot.  Once the training begins each student must successfully pass elements of the training to remain in this school, but no one from the wait list will be put into the school once the training begins.  All officers successfully completing the school will receive 80 hours of TCOLE credit and a Basic SWAT School certificate and will be eligible to participate in future SWAT training as well as apply for future positions on the SWAT team.  A SWAT school information packet including schedules and equipment list will be sent to the students after the successful completion of the SWAT PT assessment.  Successful completion of the APD Basic SWAT School is a prerequisite for any officer wanting to apply for a position on the APD SWAT full time and, or reserve team.

SWAT - SWAT Sentinel Firearms Training The Swat Sentinel Pistol Standard is a 2hr block of pistol training hosted by the Austin Swat Team. During this 2 hours students will fire between 50 and 100rds of pistol ammo, will shoot the Sentinel Pistol Test and will receive individual coaching. 2hrs of TCOLE Credit will be given.

Traffic Incident Management Systems - (TIMS) First responders manage the immediate aftermath of traffic crashes, while putting their own lives in danger. TxDOT Traffic Incident Management (TIM) training equips first responders, including law enforcement, fire, emergency medical services, TxDOT and emergency communications personnel, with the skills they need to work together to quickly and safely clear traffic incidents.
